    Zulum presents ₦584.76bn “Budget of Recovery and Continuity”

    Borno State Governor Professor Babagana Zulum has unveiled a comprehensive ₦584.76 billion budget for 2025, designed to bolster the state’s development momentum.

    This fiscal plan prioritizes strategic investments in health, education, and economic recovery, while addressing critical security, infrastructure and social service needs.

    The health sector received ₦89.97 billion, accounting for 15.39% of the total budget. This allocation will fund initiatives such as constructing an Orthopaedic Hospital in Maiduguri, establishing General Hospitals in Magumeri, Gubio, Azare, Uba, Dikwa, Kaleri and Mafa, alongside rehabilitating hospitals in Baga and Mulai.

    In education, ₦69.81 billion has been earmarked for projects including a new Second Chance School, five additional Mega Schools and five Mega High Islamic Schools, as well as rehabilitation of facilities in 50 schools across the state.

    To stimulate economic growth, ₦10 billion has been allocated for food procurement to address insecurity, cultivation of 100,000 hectares for rain-fed farming and 50,000 hectares for irrigation.

    Other key projects include the establishment of Maiduguri Dry Port, dualization of a 7.1km stretch of Maiduguri-Biu Road and construction of a 6-span bridge across River Ngaddabul. The modernization of Borno Radio and Television (BRTV) is also a priority.

    The budget allocates ₦22 billion for victim support and reconstruction of damaged infrastructure, including roads, bridges, schools and healthcare facilities. Implementation of the ₦72,000 minimum wage for civil servants and teachers has commenced.

    Governor Zulum reaffirmed his administration’s dedication to addressing key challenges and ensuring a stable, prosperous future for Borno State citizens. The budget will be financed through Recurrent Revenue (₦311.70 billion), Internally Generated Revenue (₦30.09 billion) and Capital Receipts (₦237.96 billion).
