A chieftain of the ruling All Progressives Congress, APC, Abayomi Nurain Mumuni, has reached out to the Minister of Justice and Attorney-General of the Federation, Lateef Fagbemi, requesting an interpretation of the recent Supreme Court judgment concerning the National Lottery Commission.
In a letter made available to Vanguard on Monday, Mumuni, the Chief Executive Officer of MorRich Lottery Limited, addressed the implications of the Supreme Court’s ruling, which nullified the National Lottery Act of 2005.
Mumuni’s letter followed a lawsuit filed in 2008 by Lagos State and other states, resulting in a unanimous judgment from a panel of seven justices. The Supreme Court concluded that the National Assembly lacks the authority to legislate on matters related to lotteries and games of chance.
He expressed significant concerns about the ruling’s potential impact on stakeholders within the gaming and lottery sectors, warning that the interpretation and application of this judgment could lead to economic constraints for legitimate operators, further stating that it might create opportunities for unlicensed and fraudulent gaming operators to emerge.
Such developments, according to him, could undermine the integrity of the gaming industry and negatively affect the economy.
In his letter titled: “Request for Interpretation of Supreme Court Judgment on Nigeria National Lottery Commission Case,” Mumuni emphasised the necessity for clarity.
He argued that a clear understanding of the judgment is crucial for stakeholders to operate within the legal framework without fear of unintended consequences stemming from any ambiguities in the court’s decision.
Mumuni remarked, “It is unfortunate that the Supreme Court embarked on such a ruling without considering the atmosphere of the country and stakeholders’ investments, particularly concerning the Nigeria National Lottery Licensing Agreements.”

He respectfully urged Fagbemi’s office to provide detailed guidance on the judgment’s implications, particularly clarifying any aspects that may be open to misinterpretation.
‘Such clarity would help protect legitimate operators and uphold the integrity of the regulatory framework governing Nigeria’s gaming industry,” he said.
Mumuni, however, expressed gratitude for Fagbemi’s attention to this important matter and looked forward to a prompt response.
